Launchbury is unavailable for Wasps' Aviva Premiership clash with Leicester on Sunday after being awarded his first England start in today's Twickenham international.
Young is also without James Haskell and Tom Palmer while Leicester are bolstered by the return of Thomas Waldrom and Anthony Allen from international duty.
The centre Elliot Daly, wing Christian Wade and number eight Billy Vunipola are all on Stuart Lancaster's radar after breaking into the Wasps first team with Launchbury last season.
And although that would test the depth of Wasps' limited resources, it is a situation Young would readily accept.
"It's great to have the three of them in there but I would love to be in a position where we'd have 10 players up," Young said.
"It would put us under pressure as a club but we want to build up a strong foundation of English youngsters and I think the way we are going we will probably lose a lot of players to England duty in the years ahead. That's what we want."
Wasps are defending an unbeaten home record against the Tigers, who also have England internationals George Chuter, Louis Deacon, Jordan Crane and Mathew Tait in a powerful Tigers line-up.
"It's the toughest game we'll have had at Adams Park and we need to hugely step our game up to be in with a shout to take the points," Young said.
"If you win your home games you are always going to be in a good position and we've won them all so far so we've made a good start.
"Any slip up at home means points lost and you have to try and recapture them on the road which in the Aviva Premiership is tough.
"This is a game we are all very much looking forward to and we know we have the chance to put a marker down if we can perform well enough to win it."
Exeter have included flanker Tom Johnson on the bench for their trip to London Irish after he was released by England, much to the surprise of Chiefs chief executive Rob Baxter.
The Chiefs are aiming for a first away win of the Premiership campaign against an Exiles team that are one place off the bottom but have a strong record at the Madejski Stadium.
"We are a little disappointed with the way we have performed away from home this season so far," said Baxter, whose side sit seventh in the table.
"Now we've got to say 'what's been has been in the Premiership so far, we've got a decent foundation, now let's start talking about playing in a manner that will potentially drive us up the table'.
"I'm expecting us to go up there and perform really well."
London Irish will start Tom Homer at full-back and bring second row Bryn Evans and number eight Chris Hala'ufia back into the pack after resting them for last weekend's LV= Cup game at Leicester.
