The Londoners picked up an impressive eight trophies between 2002 and 2008 before the Wasps juggernaut hit the buffers.
Since winning their last Premiership title in 2008, Wasps have endured a difficult time - with Sir Ian McGeechan, Tony Hanks and Leon Holden all having attempted to repeat the club's previous success.
Last season Wasps finished a disappointing ninth in the Aviva Premiership, while they failed to make it out of the pool stages of the Heineken Cup.
That saw owner Steve Hayes bring in former Wales prop David Young as director of rugby in a bid to turn the club's fortunes around.
Young, who made the switch to Adams Park from Cardiff Blues, made the appointment of Turner one of his first tasks - with the former Dragons boss having previously worked in the Premiership with Sale and Harlequins.
And the Young-Turner combination, along with head coach Shaun Edwards, will now return the club to the basic principles that saw them rule Europe.
"Wasps didn't do well last year and struggled," Turner told skysports.com.
"For such a famous club that has done so well in Europe over the past decade, it is something that needed to be addressed and it is up to us to now get them back on the ladder.
"When I was at Quins, when you played Wasps you faced a big, fit and powerful side, packed with lots of legends but in the rugby world you have different eras so it is about getting back up there.
"We are all in this together. If you were to face Wasps in the past you had to work damn hard to get a result. If Wasps got to the last 10 minutes and were still in it you would have to brace yourself for the charge as they were so fit and David wants us to rebuild this."
Although a return to top honours is the ultimate aim for the club, the new regime is not naïve enough to expect immediate success.
And Turner insists the first goal for Wasps is to make it back into the Heineken Cup.
"We have got targets and I suspect ours are no different to any of the other clubs in the Premiership," said Turner.
"We want a top-six spot and to qualify for Europe. Anything after that then we will just see what happens.
"I think the Premiership is very tight and there are a lot of clubs capable of challenging."
