Jenkins left the Blues in June and signed a two-year deal with the French side, but has struggled to win a starting spot in a positional battle with former England prop Andrew Sheridan.
Reports circulated on Monday that Jenkins was looking for a return to Wales after becoming unsettled in France, with a return to the Blues his most likely destination.
However due to the new £3.5million salary cap now implemented on the Welsh regions, Cardiff Blues director of rugby Phil Davies has ruled out bringing Jenkins back to the Arms Park.
"There is always speculation but it's not practical because our salary cap is where it is," Davies told BBC Sport.
"We have spoken about Gethin but he is contracted to Toulon. We may not have somebody of Gethin's experience, but we have young players like Sam Hobbs and Tom Davies, who are 19 and 23 and they are outstanding young players, and they are the future of the Blues.
"We wish Gethin well, he is a fantastic player and did a great job for us, but now we have young players who want emulate his career."
