The International Rugby Board said Friday that four Unions are bidding to host either World Cup 2015 or the 2019 event.
"We are delighted to have countries of the calibre of England, Italy, Japan and South Africa bidding for the right to host a World Cup," said IRB Chairman Bernard Lapasset after the quartet formally submitted detailed tenders for World Cup 2015.
With the exception of England the remainder have also confirmed their intent to bid for the 2019 tournament.
Australia had expressed initial interest, but withdrew from the running on financial grounds.
Tender submissions had to be made to the IRB at its Dublin headquarters on Friday.
"The economic benefits to the host country are significant," said Lapasset.
"An independent report identified the total economic benefits as being up to £2.1-billion (US$3.2-billion) for the host nation while the promotion of the country, the Rugby and sports legacy and the feel good factor are also major attractions for hosting World Cup.
"The France 2007 Organising Committee achieved a £70-million tournament surplus and created a £15-million pounds profit for investment in the game in France," added Lapasset.
The would-be host nations must now outline their bids, including financial details of their tenders, in a 30-minute presentation to the IRB Council in Dublin on May 13.
The IRB will announce the host nations for both tournaments on July 28.
